An average of 1,500 to 2,000 visas are cancelled in the white collar sector every day, according to an analyst with a leading Dubai firm. Schools are flooded with applications for transfer certificate as families get ready to return home. There would be an exodus to India by March. Though there are only a total of 3,200 declared job losses by seven companies in Dubai, estimates from market sources put this at 20,000. Unofficial figures hint at 30,000 white collar jobs lost in the past three months. This is in addition to the tens of thousands of labourers rendered jobless every week. Sudhir Kumar Azhakath, Partner & Head of Corporate Communications and Public Relations, Morison Menon Chartered Accountants, a leading audit firm in the West Asia, told Express that companies were re-evaluating strategies and restructuring resources to cope up with the global and local challenges. Most of the companies have stopped giving pink slip figures as it might land them in trouble with the Ministry of Labour. Emirates NBD (merged entity of Emirates Bank International and National Bank of Dubai) had fired 1,800 employees. Another 1,700 pink slips are in the pipeline. This means 32 percent of a total workforce of 11,000 would be jobless in what the company terms ‘shedding of extra fat.’ Standard Chartered had cut 500, HSBC 250 and ADCB 750. One major Indian school has a got transfer certificate applications for 900 students till last week, which is 10 percent of the school’s student population. There are more than 10 major Indian schools in Dubai alone. This is due to various reasons including job loss, high cost of living and tuition fees and high rentals. The proposal to raise the minimum salary to 10,000 Dirhams for family visa status would make it impossible for a large chunk of expatriates to retain their families in the UAE. A recommendation to this effect has already gone from the Federal National Council to the Federal Government. Sudhir Kumar warned that by March/April there will be a huge flow of Indian expatriates. ``Out of this 70 percent will be Keralites going back for good or deciding to stay alone and send their families for good. And there are a lot of other expatriates who will also be moving out - Pakistani, Egyptian, Sri Lankan, UK, Germany etc. Recently 70 UK expatriates left their luxury cars in the airport and left the country. And more than 100 expatriates from India and other countries left similarly. It is officially estimated that Dubai’s 2008 population of 1.3 million will come down by 8 percent this year. But according to me it will go down by more than 25 percent.’’

وہ جو عمر بھر دکھوں سے لڑتے ہیں بزدل نہیں ہوتے ۔عمر دین اداس اور بشریٰ رمضان بھی بزدل نہیں تھے۔لڑنا بہادروں کا شیوہ ہے ۔ بزدل تو رزم گاہ میں اترے بغیر ہار مان لیتے ہیں، ان کی جیب میں مطالبات کی کوئی فہرست ہوتی ہے نہ آنکھوں میں خوابوں کی جوت ۔انہیں تو بس سانسوں کی گنتی پوری کرنا ہوتی ہے سو وہ قدموں کی دھول بنے جیسے تیسے زندگی کے دن کاٹ دیتے ہیں۔دکھوں سے لڑنے والے اندر سے بہت زندہ اور توانا لوگ ہوتے ہیں۔وہ سوتے جاگتے خواب دیکھتے ہیں ۔کوئی لاکھ سمجھائے، ہزار دلیلیں لائے ، ڈرائے یا دھمکائے ان کیلئے اپنے خون میں بلوئے ہوئے خوابوں سے دستبردار ہونا ممکن نہیں ہوتا۔ وہ اپنے خوابوں کیلئے جیتے ہیں اور انہی کیلئے اپنی جان دے دیتے ہیں۔ان کے اندر ایک بہت توانا انکار ہوتا ہے۔وہ کھلی آنکھوں سے دنیا کی بندر بانٹ کو دیکھتے ہیں اور یہ بات ماننے سے انکاری ہوجاتے ہیں کہ ساری روٹیاں تو بندر لے اڑے اور ان کے ہاتھ میں آئے تو صرف حرف تسلی آئے۔
عمر بھر دکھوں سے لڑنے والے بہادر ہوتے ہیں اور تنہائی بہادروں کا نصیب ہوتی ہے۔ان بے تیغ سپاہیوں کو عمر بھر کہیں سے کمک نہیں ملتی کہ ان کے ارد گرد ایسے لوگ ہوتے ہیں جو لڑے بغیر اپنی ہار مان لیتے ہیں۔انہیں اپنے لہو کا پرچم تنہا ہی اٹھانا ہوتا ہے۔عمر دین اداس اور بشریٰ رمضان بھی اپنی لڑائی میں تنہا تھے۔ان کے پاس جیتے جاگتے خواب تھے اور ان کے اندر ایک توانا حرف انکار تھا۔کوئی حرف تسلی، کوئی وعدہ فردا انہیں اپنے گردا گرد ہونے والی بندر بانٹ کے ساتھ سمجھوتا کرنے پر آمادہ نہ کرسکا۔وہ تنہا تھے ، نہتے تھے اور ان کا حریف ناقابل شکست۔ایک نہ ایک دن انہیں ہارنا ہی تھا سو وہ ہار گئے۔جس مضحکہ خیز اور سفاک نظام کے ساتھ ان کی لڑائی تھی اس سے کون جیت پایا ہے سوائے ان کے جو اتنے سادہ تھے کہ کوئلے سے راکھ بن گئے یا اتنے ہوشیار کہ قینچی کی طرح کاٹتے ہوئے اپنا راستہ بنا گئے۔اس نظام کے مقابل جو بھی آیا ہار گیا اور مارا گیا۔وہ دونوں ہاری ہوئی سپاہ کے بہادر سپاہی تھے۔غنیم کے اسلحہ خانہ میں ان کے نام کے ڈیزی کٹر بھی موجود تھے ۔انہیں ہار جانا تھا اور مرجانا تھالیکن وہ دونوں بہادر تھے ان کا دشمن انہیں نہیں ہرا سکا ، وہ ہارے تو اپنے
خوابوں سے ، اپنے دکھوں سے ۔
عمر دین اداس اور بشریٰ رمضان کے مطالبات کوئی ایسے نہ تھے کہ پورے نہ کئے جاسکتے۔ان سے پہلے بھی جن لوگوں نے خود کو زندہ رہنے کے حق سے محروم کیا وہ بھی قومی خزانے سے ڈیڑھ ارب روپے کی مالیت کے کسی محل کے خواہاں نہ تھے۔وہ تو صرف آبرومندی سے جینے کے حق کے طلبگار تھے۔ان کے خواب بھی بہت سادہ تھے۔عمر دین اداس اپنی بہن کو جہیز دے کر رخصت کرنا چاہتا تھا۔صرف یہ چاہتا تھا کہ عمر بھر کی محرومیوں اور ذلتوں کا مارا ہوا اس کا بوڑھا باپ اپنی زندگی کے آخری دن آسودگی سے کاٹ لے۔اس کی ماں بچوں کی شادیوں جیسے معصوم ارمان پورے کرسکے اور اس کے بھائی پر زندگی کا سفر تھوڑا آسان ہوجائے۔اس کیلئے وہ اپنا چھوٹا سا کاروبار سیٹ کرنا چاہتا تھا۔اس نے تو کسی سے کچھ نہیں مانگا تھا۔وہ تو اپنی محنت بیچ کر دوسروں کیلئے قدم بھر زمین اور کھڑی بھر آسمان خریدنا چاہتا تھا۔یہ کون ایسے ناقابل تعبیر خواب تھے کہ وہ ان سے دستبردار ہوجاتا؟۔اور بشریٰ رمضان؟اس نے بھی اپنے لئے ایسا کیا مانگ لیا تھا کہ اس کیلئے موت کا فرمان صادر کرنا ضروری ٹھہرتا؟۔اس کے خواب بھی کیا خواب تھے کہ شوہر کا ویلڈنگ کا کاروبار جم جائے۔گھر میں خوشحالی نہ سہی ، غربت کی کاٹ تھوڑی کم ہوجائے۔اس کے دونوں معصوم بچوں کو بھلے ان کی ضرورت کے مطابق پلنے بڑھنے کیلئے عمدہ غذا نہ ملے لیکن وہ خالی پیٹ تو سکول نہ جائیں۔یہ تو طے ہے کہ ایک ویلڈر کے بچے ان سکولوں کے قریب بھی نہیں پھٹک سکتے جہاں چمکتے چہروں والے بچے ’’بابا بلیک شیپ‘‘ گایا کرتے ہیں اورجن کے امپورٹیڈ سکول بیگز میں لنچ باکس کے ساتھ ایک خوشحال اور مضبوط مستقبل کی گارنٹی بھی موجود ہوتی ہے۔لیکن یہ دھڑکا تو نہ ہو کہ گلی محلے کی سکول نما دکانوں میں بھی انہیں فیس ادا نہ کرنے کی پاداش میں انہیں روز پچھلے بنچوں پر کھڑا کردیا جائے گا اور پھر ایک دن سکول کے حاضری رجسٹر سے ان کا نام مٹا کر انہیں تاریک راہوں میں دھکیل دیا جائے گا۔یہ خواب بھی کوئی خواب تھے؟۔اگرکوئی انہیں بیچنے نکلے تو مارکیٹ ریٹ کے مطابق ان کی قیمت انسانی زندگی کی قیمت سے تو بہرحال کم ہوگی۔
عمر دین اداس اور بشریٰ رمضان اپنی آخری توانائیوں تک ان خوابوں کیلئے رزم گاہ میں اپنے لہو کا پرچم تھامے رہے جن کی تعبیر پانا انسانی حقوق کے کسی بھی چارٹر کے تحت ان کا ازلی حق تھا۔ان کا غنیم، ایک سفاک اور غیر انسانی معاشرہ اس قدر تنگ دل ہے کہ اسے یہ بھی گواراہ نہیں کہ خط غربت سے نیچے دھکیلے جانے والے لوگ اپنے معصوم اور ارزاں خوابوں کی تعبیر پاسکیں۔دوسری طرف یہ معاشرہ اور یہ نظام اتنا لکھ لٹ کہ صاحبان والا شان قلم کی ایک جنبش سے کروڑوں اربوں کی رقم اپنی جیبوں میں ڈال لیتے ہیں اور وہ ہر احتساب سے نہ صرف صاف بچ نکلتے ہیں بلکہ موقع پاکر دوبارہ اپنی کاری گریاں دکھانے کو آموجود ہوتے ہیں۔
خیر، تو ہوا کیا؟ ۔ہوا یہ کہ عمر دین اداس اور بشریٰ رمضان رزم گاہ میں لڑتے لڑتے جینے کی امنگ کھوتے رہے اور جب اپنی جیت کے آخری امکان سے بھی محروم ہوگئے تو وہ رزم گاہ سے باہر نکل آئے۔انہوں نے اپنے اندر کچہری لگا لی، ایک ون مین جیوری جس میں وہی منصف تھے اور وہی ملزم۔انہوں نے خود کو اپنی فرد جرم پڑھ کر سنائی جو صرف ایک الزام پر مشتمل تھی ، یہ کہ قصور کسی کا بھی ہو لیکن وہ اپنے خوابوں کو مرنے سے نہ بچا سکے۔سو انہوں نے اپنی آنکھوں سے مردہ خوابوں کو نوچا اوراپنی موت کا فیصلہ سنا دیا، ہینگ ٹل ڈیتھ۔عمر دین اداس اسلام آباد کے آبپارہ چوک میں نکل آیا اور نہایت سکون سے اپنی کنپٹی پر پستول رکھ کر ٹرائیگر دبا دیا۔رہی بشریٰ تو اس نے خود رحمی کا شکار ہوئے بغیر اپنے شوہر کیلئے کھانا پکایا ، اپنے بچوں کو سکول سے لیا اور سیون اپ پھاٹک پر چلی آئی۔ایک ماں نے اپنی کوکھ میں پالے اور گود میں کھلائے بچوں کو عبرتناک زندگی جینے کیلئے غیر انسانی معاشرے کے حوالے کرنے سے انکار کردیا۔اس نے اطمینان سے ٹرین کے آنے کا انتظار کیا اور اس کے مناسب فاصلے پر پہنچتے ہی اس نے اپنے بچوں کی آنکھوں پر ہاتھ رکھا اور۔۔۔
اس کے بعد میرے پاس کہنے کو کچھ نہیں رہا ۔ابھی جانے کتنی ون مین جیوریاں لگنی باقی ہیں اور جانے کتنے عمر دین اداس اور بشریٰ رمضان اپنی باری کیلئے قطار بنائے کھڑے ہیں۔شاید مجھے کسی سے یہ کہنا تھا کہ خدارا کمزوروں، خاک نشینوں کے معصوم خوابوں کو ہلاک کرنے کا سلسلہ بند کردو۔جو جینا چاہتا ہے اسے جینے دو لیکن میں کسی سے کچھ نہیں کہوں گا کہ میرے پاس کہنے کو کچھ نہیں ، کوئی اپیل نہ کوئی مطالبہ۔Good Luck to Lost Warriors!
